1. Call meeting to order.
Board President Kent Watson Called the meeting to order at 3:00 pm.

2. Pledge of Allegiance.
3. Administer Oath of Office for new Board Member David Coleman to the Brazos Valley Groundwater Conservation District. Kent Watson asked Judge Randy Sims to administer the Oath of Office to David Coleman. Judge Randy Sims swore in David Coleman.
4. Election of officers for Calendar year 2008 as per District Bylaws. Officers to be elected include, President, Vice-President, Treasurer, and Secretary. A motion was made by Wayne Wilson, second by Steve Lazarus, for Officers to keep all current positions and to nominate Carl Cotropia for Treasurer contingent on Carl Cotropia to accept the position.
5. Discussion and possible action on the Minutes from the December 6, 2007 Regular Board Meeting. A motion was made by Pete Brien, second by Steve Lazarus to accept the Minutes from the December 6, 2007 Board Meeting as presented. The motion carried unanimously.
6. Review and Authorization of payments made for services rendered December, 2007. A motion was made by Wayne Wilson, second by Steve Lazarus to accept the payments made in December 2007. The motion carried unanimously.
7. . Discussion and possible action on the following Historic Use Permit Applications:
A. Eight wells for CA Skiles Family Partnership, Ltd. Two wells are located at Brazos Barton Farms, 4026 North FM 1644, Hearne, TX and six wells are located at Goodland/Harlan Farms, North of FM 485, West of Hwy 6 extending East of the Brazos River, Hearne, TX for Agricultural Irrigation. The wells are in the Simsboro Aquifer. C A Sklies Family Partnership, Ltd., requested a Historic Use Permit for eight (8) wells, two (2) wells are located at Brazos Barton Farms, 4026 North FM 1644, Hearne, TX and six (6) wells are located at Goodland/Harlan Farms, North of FM 485, West of Hwy 6 extending East of the Brazos River, Hearne, TX for a total amount of 20,472 acre feet per year for Agricultural Irrigation. The wells are in the Simsboro Aquifer.
Kent Watson presented the facts concerning the Historic Use Permit Application. A motion was made by Wayne Wilson, second by Pete Brien to approve the Historic Use Permit Application with a stipulation that each Permit will state that each well must be metered. The motion carried unanimously.
B. Fifty-five wells for Cliff A. Skiles Jr., D. V. M. Fifteen wells are located at Brazos Barton Farms, 4026 FM 1644, Hearne, TX and forty wells are located at Goodland/Harlan Farms, North of FM 485, West of Hwy 6 extending East of the Brazos River, Hearne, TX for Agricultural Irrigation. All fifty-five wells are in the Brazos River Alluvium Aquifer. Cliff A. Skiles Jr., D. V. M. requested a Historic Use Permit for fifty-five (55) wells, fifteen (15) wells are located at Brazos Barton Farms, 4026 FM 1644, Hearne, TX and forty (40) wells are located at Goodland/Harlan Farms, North of FM 485, West of Hwy 6 extending East of the Brazos River, Hearne, TX for a total amount of 27,422 acre feet per year for Agricultural Irrigation. The wells are in the Brazos River Alluvium Aquifer.
Kent Watson presented the facts concerning the Historic Use Permit Application. A motion was made by Pete Brien, second by Wayne Wilson to approve the Historic Use Permit Application as presented. The motion carried unanimously.
8. Discussion and possible action on the following Operating Permit Applications:
A. Two wells for Ta-Tran Partnership, Theresa Ta. The wells are located at 8209 Old Hwy Road, Calvert, TX for a total of 20 acre/feet per year for Poultry Houses. The wells are in the Hooper Aquifer. Ta- Tran Partnership, Teresa Ta requested an Operating Permit for two (2) wells located at 8209 Old Hwy Road, Calvert, TX for a total amount of 10 acre feet per year for Poultry Houses. The wells are in the Hooper Aquifer. (This is a clarification due to a typo of 20 acre/feet, should actually be 10 acre feet.)
Kent Watson presented the facts concerning this Operating Permit. A motion was made by Wayne Wilson, second by Pete Brien to approve this Operating Permit Application as presented. The motion carried unanimously.
B. Two wells for Ty Rampy. The wells are located at 7470 West FM 979, Calvert, TX for a total of 250 acre/feet per year for Agricultural Irrigation. The wells are in the Calvert Bluff Aquifer. Ty Rampy requested an Operating Permit for two (2) wells located at 7470 West FM 979 Calvert, TX for a total amount of 250 acre feet per year for Agricultural Irrigation. The wells are in the Calvert Bluff Aquifer.
Kent Watson presented the facts concerning the Operating Permit Application. A motion was made by Pete Brien, second by Wayne Wilson to approve this Operating Permit Application as presented. The motion carried unanimously.
9. Discussion and possible action on the following Drilling/Operating Permit Application:
One well for John S. Reagan located at 12868 J.C. Reagan Road, Franklin, TX for a total of 2.66 acre/feet per year for Poultry Houses. The well is in the Carrizo Aquifer. John S. Reagan requested a Drilling/Operating Permit for two (2) wells located at 12868 J.C. Reagan Road, Franklin, TX for the amount of 2.66 acre/feet per year for Poultry Houses. The wells will be located in the Carrizo Aquifer. (This is a clarification due to a typo of one (1) well should actually be two (2) wells.)
Kent Watson presented the facts concerning the Drilling/Operating Permit Application. A motion was made by Wayne Wilson, second by Pete Brien to approve the Drilling/Operating Permit as presented. The motion carried unanimously.
10. General Managers Report
The Districts financial reports were presented to the Board. Bill Riley stated he would not be able to attend the February 7, 2007 Board Meeting.
11. Legal Report
Monique Norman had nothing to report at this time.
12. Hear Visitors.
Jayson Barfknecht, with the City of Bryan, inquired about the progress of the DMZ Study.

The Board of Directors may meet in closed session, pursuant to the Texas Open Meetings Act, Texas Government Code §§ 551.071-551.076, to:
(1) consult with attorney
(2) deliberate regarding the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the District in negotiations with a third person;
(3) deliberate a negotiated contract for a prospective gift or donation to the District if deliberation in an open meeting would have a detrimental effect on the position of the District in negotiations with a third person;
(4) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a Board member or District employee;

(6) to deliberate the deployment or specific occasions for implementation of security personnel or devices.
The Board may also meet in open session on these matters as required by the Texas Open Meetings Act, Texas Government Code § 551.102.
